Not quite right. Parking is only free within the specified maximum parking time. And only if the parking disc is clearly visible in the window. Otherwise it may be more expensive than with a functioning machine.

No, not if the access is via a lowered curb. Parking is forbidden there - for all road users. Otherwise, policemen could not monitor the rule at all - after all, every blocker could be a property owner.
